Hornbeck is saying that he is looking around before he starts to battle in court with Brady. He is looking around at what people are doing and how they are acting so he knows the exact situation. He is basically acting like a scout because a scout goes around and inspects each area and then reports back to the general. He is doing just that except it isn't really a war.
